Biography

Judith Moses has devoted much of her professional life to the public sector and gained extensive experience working in and around government. She spent thirty years advising four prime ministers and was in senior positions within a dozen federal and provincial ministries.
Judith knows how government works and has specialized in policy, strategy and getting things done. In 2006, Judith started a government relations firm for clients in the private sector, and in 2008 she ran for the Liberal Party of Canada as its candidate in the riding of York-Simcoe.
Some of the variety of positions Judith held include:
• Senior Assistant Deputy Minister of Agriculture and Agri-food Canada;
• CEO of Training and Development Canada;
• Director General of Labour Market Outlook and Sectoral Analysis in Human Resources Development;
• Director General of Youth Affairs, Employment and Immigration;
• Economic Sector Analyst; Machinery of Government in the Privy Council Office;
• Director of Intergovernmental Affairs in Indian and Northern Affairs Canada;
• An officer in Development and Export Financing in the Department of External Affairs;
• Special Assistant to the Minister of Indian and Northern Affairs, the Honourable J. Hugh Faulkner.
During her years working in the Cabinet Office in Ontario, she led a review of central agencies that resulted in reforms to Management Board, Ministry of Finance and Cabinet Office, as well as the creation of a new Ministry of Government Services.
In addition to her work for the Canadian and Ontarian governments, she has had assignments in the United Kingdom and at the United Nations. Judith has also led task forces related to program review spending reductions, central agency horizontal coordination and policy development. Her reputation as a creative, hard working, collaborative leader, and as someone with a solid understanding of our governmental system, is well-known and well-respected. She is an expert in employment and training, aboriginal affairs, rural development and agriculture.
Judith was born at Six Nations Indian Reserve and attended the University of Guelph (B.A. Sociology). She also later completed a management program at Oxford University. In her spare time, she enjoys tennis, yoga, visiting the AGO and taking walks through Toronto’s ravines and diverse neighbourhoods. She lives in St. Paul’s with her husband, Peter Lyman. They have three sons – Matthew, Nathaniel and Sebastian – and a chocolate brown lab named Guinness.
